Meet our OFficers, Reserves and Staff

The city of Nappanee has qualified, professional law enforcement officers who are dedicated to the peace and prosperity of our city and the surrounding community.

The 15 full-time officers and eight volunteer reserves maintain certifications and take part in continuing education to provide the best possible service. Department employees understand the community measures our overall success by our honesty, morality, compassion, sincerity and attitude.

DETECTIVE CAPT. BROOK GERMANN
A graduate of Indiana University South Bend with a bachelor's degree in criminal justice, Brook has been with the city since January 1996. He was promoted to captain in January 2012. Among his accomplishments, he has trained at the Southern Police Institute's school for homicide investigation and at the Wicklander-Zulawski school for advanced interview and interrogation techniques.

SGT. TERRY CHANLEY
Hired in October 1995, Terry earned his associate's degree in conservation law enforcement from Vincennes University and his bachelor's in criminal justice from Ball State University. He is a field training officer and an accident reconstructionist.

SGT. BRAD BALASA
Brad has been with the city since May 2000. He has been the department's designated officer for working with a K9 partner, and is a field training officer.

SGT. JOSH HARNER
A year before joining the Nappanee Police Department in 1998, Josh earned his bachelor's degree from Indiana University South Bend with a major in criminal justice and a minor in sociology. He earned his promotion to sergeant in February 2011.

PATROLMAN JAMES BAUMGARTNER
Upon graduation from the Indiana Law Enforcement Academy, James was recognized for his shooting proficiency. He is a Fairfield High School graduate who studied at both Ivy Tech Community College and Indiana Tech.

PATROLMAN KEVIN BURCKHART
Kevin is a NorthWood High School graduate and attended Indiana University South Bend to study law enforcement. He graduated from the Indiana Law Enforcement Academy in 2015.

PATROLMAN NIK HAVERT
With a bachelor's degree in criminology, Nik serves as the department's crime scene technician. He was hired by the department in January 1996. Outside of law enforcement, Nik has spent more than 20 years studying, training, and eventually teaching martial arts. He also is a professional writer and editor.

PATROLMAN DAN HAWKINS
Dan was hired by Nappanee in November 2012 after two years of volunteer service as a reserve. He is a graduate of NorthWood High School and attended Indiana University South Bend. He is a field training officer and has responsibilities as the department's liaison to the reserve unit.

PATROLMAN KRIS HERSHBERGER
A 2002 alum of Fairfield High School, Kris graduated from the Indiana Law Enforcement Academy in 2013. He is married with two children.

PATROLMAN AARON LEMING
Aaron joined the Nappanee Police Department and graduated from the Indiana Law Enforcement Academy in 2012. He is a graduate of Goshen High School and Trine University. Aaron is a field training officer.

PATROLMAN STEVE RULLI
Steve currently serves as the resource officer for Wa-Nee Community Schools. He was hired by Nappanee in 2002 and is a training instructor.

PATROLMAN TONY SCHMUCKER
Tony has served in many valuable roles as a road officer and investigator since joining the Nappanee Police Department in 1998. He is a graduate of NorthWood High School and studied sociology at Ivy Tech Community College. Prior to becoming a full-time officer, Tony was a volunteer reserve in Nappanee for two years.

PATROLMAN MATT TICE
Matt has extensive credentials, serving as an instructor in firearms, patrol rifle, standard field sobriety testing, and response to domestic violence. He was hired by the department in January 1996.
